Monday night, the Paris City Council approved an ordinance to establish a Reinvestment Zone for the Paris Lakes Project property. The property is described as a tract of 40 acres of land within the corporate limits of the City of Paris.
After much discussion and a public hearing as to whether or not the approval of the zoning is under section 311 or 312 of the tax code, a motion to approve the item, as is, was made by Council Member Pickle and seconded by Mayor Matt Frierson. Council Members Plata and Grossnickle voted for the motion while Council Members Jenkins, Lancaster, and Hashmi voted against. The motion passed 4-3.
The Council held three two other public hearings. One, which was approved unanimously, was acting on an ordinance considering the petition of Steve Matney for a change in zoning from Single Family Dwelling District No. 3 to a Commercial District (C) on Lots 1-4, City Block A, of the East Park Addition, located in the 900 block of Clement.
The third hearing, which was also approved unanimously, was to act on an ordinance considering a change in zoning on a certain tract of land generally bordered by Clarksville St. (US Hwy 271 S) (to the south); slightly east of Cobb Ranch Rd. (to the west); slightly west of County Rd 13100 (to the east); and along a line generally extending from FM 2121 on the east, to Cobb Ranch Rd. on the west (to the north); consisting of approximately 2,384.60 acres, from the Agriculture (A), Light Industrial (LI), Public Lands and Institution (PLI), Neighborhood Services (NS), and Commercial (C) Districts to the Cox Field Planned Development Airport Zoning District Ordinance.
City of Paris Director of Engineering, Planning, and Development Shawn Napier presented a report to the Council concerning closing out the contract, and authorizing a final payment in the amount up to $131, 270.12 to McInnis Brothers Construction, Inc. for Phase I of the TWDB water line replacement project.
The Council unanimously voted to approve the item as well as authorizing final payment of $35, 271.07 to B. Bray Construction for Phase 2 of the TWDB water line replacement project.
In 2012, TxDOT was charged by the City of Paris with the task of researching the crossover located in the 5000 block of SE Loop 286 and the report received this year recommeded closing the crossover and installing a turnaround. Council Member Hashmi made a motion to request that TxDOT proceed with plans to close the crossover and install a turnaround lane for the southbound traffic approximately 550 feet south of the current crossover. Hashmi added a request to reduce the speed limit as well. All approved the motion.
