Paris Police were summoned to a disturbance at about 3:50 P.M. on Wednesday, October 15, 2014 in the 2900 block of Clarksville Street.
Paris Police Officers arrived and immediately located 35 year old Juan Council. Council was observed by the officers to be under the influence of an intoxicant due to his aggressive and erratic behavior.
Council had blood all over his body and was slinging it from his hands as he confronted the officers.
Council hit and allegedly damaged a patrol car with his hands during the confrontation.
Officers restrained Council due to his behavior and Council was arrested and charged with criminal mischief. Council was found to have two felony assault family violence warrants for his arrest as well.
Council was transported to the Emergency Room for treatment. One officer was medically treated for blood striking him in his eye.
